It is an orphanage for normal children, that’s why tom knew he was “different” from the other children.
Ps. You should really read the books, they are great!
In the books (and thus probably the movie) Tom’s muggle father left the family and Tom’s witch mother died in childbirth, leaving Tom to be raised in a muggle (normal children) orphanage.
its fro normal kids. he doesnt exactly know hes a wizard yet, i think he had muggle parents.

It’s an Orphanage for Muggle children…and they all think he is strange…but that makes Tom Riddle feel spacial…so he collects prize possessions from children there…bullies them as such…
That was the orphanage for normal children then dumbledore come and take him to hogsword as he was wizard…
